I have recently completed my diploma and looking at getting

my supervisors certificate, what id like to know is can I use my qualification

as my evidence for all the parts or do I have to write up a resume.

Yes you can use your qualification but you will need to still write a resume to show evidence that you have had 3 years experience.

all diploma holders don't need to apply for certified supervisor, that is the new rule now. in terms of applying for a job you need the resume and the qualification even if you don't have 3 years experience as the 3 years experience is only for those who applying for certified supervisor without the diploma.
